If you can't seem to get a connection to servers at your old dial-up ISP, try the following:

If your proxy server is an older machine running Win95, it might not have the latest version of DialUp Networking (DUN) installed.

I recommend downloading the new DUN version from here
and installing it. This should help your DUN connection and new proxy connnection to coexist more peacefully.  When it's working properly, your Internet connection will automatically switch from your cable modem ISP's servers to your dial-up ISP's servers whenever you connect via dial-up modem. 
The TCP/IP connection will automatically switch back to your cable modem ISP's servers when you disconnect your dial-up connection.

Remember you don't have to use a dial-up connection to pick up mail at your old ISP's POP mailbox (or any other POP mailbox).  Just configure your mail application with the proper POP account and password information and you should be able to receive email just fine.  (Eudora Pro [not the "lite" version] can be configured to pick up email from multiple POP mailboxes.)
