ICS is implemented differently in Windows 2000 than
in the Win98SE or WinMe versions. It doesn't need to be
installed after a Win2000 installation, but it does need to be
enabled and configured.

However, its information on the IP address of the ICS server is
incorrect. The ICS server in Win2000 is located at 192.168.0.1,
same as for ICS in Win98SE.
Setup
for Dialup Connection
If you are using a dialup connection to connect
to the Internet in Win2000, you'll need to do the following to
use ICS:
NOTE:
It's important that you have a networking card and your
modem installed before you try to set up ICS.
ICS requires two network adapters to work its magic.
If it doesn't see two (i.e. the modem and the network card), it
won't show you the "Shared Access" tab in the
Dialup Networking properties.
Set up your Dialup networking profile and test it
so that you know you can connect to the Internet
Set up your LAN with TCP/IP so that you know your
computers can communicate with each other. If you don't know
how to do this, go here.
Open the Properties for your Dialup networking profile
and click on the "Shared Access" Tab.

Desktop, select "Properties" and right-click
on your Dialup Networking profile icon, select "Properties"
)
Check the "Enable Shared Access for this connection"
box to enable ICS. You'll probably want to check the "Enable
on-demand dialing." box so that the ICS Server will
automatically connect to the Internet when a Client computer
requests Internet access.
There are other options that you may want to set under the Dialup
networking properties "Options" tab, mostly for
controlling the dialup connection.
If you are using a cable modem, 'DSL or other
high bandwidth Internet service that connects to your
Win2000 computer via an Ethernet card (NIC), you'll need
to do the following to use ICS:

If
two adapters are not installed, you won't see the "Sharing"
tab in the Local Area Connection properties window.
Install your cable modem, DSL or other high bandwidth
connection and test it so that you know you can
connect to the Internet
Install a second NIC and set up your LAN with
TCP/IP so that you know your computers can communicate
with each other.
Open the Properties for the NIC that is connected
to your cable or DSL modem and click on the "Sharing"
Tab.

right-click on the "Local Area Connection"
icon for the NIC that is connected to your cable or
DSL modem) select "Properties" )
Check the "Enable Shared Access for this
connection" box to enable ICS. You'll probably
